The basements shall be temporarily filled in. Protective site barriers shall be provided and shown on the plans. Plans shall address the site work sequence in preparation for the foundation permit phase. The excavation /fill sequence of replacing non-prepared fill in the area of the old building basements shall be detailed and presented on the plans. The earth quantities involved shall be calculated and included in the overall site excavation/fill scope.

3. CBC 1101-19.2, 1101-19.5, Correct the detailed scope of work description on the revised application form. The true scope is the excavation/fill to prepare the site for a future 125 Unit Residential Appartment Building and installation of a stormwater detention structure and associated storm utilities. The plans need to state that the two buildings currently on the site will be wrecked under separate permits. Correct the description on the application to accurately reflect the scope of work based on this project phase. De-check anything to do with new building, fire alarm or sprinlers. These items are not being applied for. Sprinkler underground shall be applied for under separate application. The new building will be introduced in the foundation permit. Revise the excavation/fill lines to include the uncontrolled fill in the old building basements. Controllled fill requires Special Inspections.

4. OBC 1704.2.3, CBC 1101-39.1, 1101-39.2; Complies. Make sure we have 3 copies of these items.

5. OBC 106.1.1(12); Provide structural details for the construction of the stormwater detention chamber. This includes design of the chanber foundation and associated reinforcing details. All precast components except standard manholes shall either be completely detailed or approved by the special inspection process for precast items.

§ 1229-3. Water Flow Requirements.

An adequate water supply for firefighting purposes, as determined by the fire chief, shall be available for all buildings, structures and parts thereof and for all buildings and structures under construction. Such water shall be supplied from city water mains.

§ 1229-5. Location of Buildings and Structures.

(A) Except as provided in Sections 1229-5(B) and (C), all buildings and structures shall be so located that all parts thereof are not more than 400 feet from not less than two readily accessible public or private fire hydrants.

(B) Except as provided in Section 1229-5(C), all buildings and structures in areas where the required fire flow, as determined by the fire chief, is not more than 4,500 gallons per minute shall be so located that all parts thereof are not more than 400 feet from not less than one readily accessible public or private fire hydrant.

(C) All dwelling houses or other minor use buildings or structures shall be so located that all parts thereof are not more than 500 feet from not less than one readily accessible public or private fire hydrant, unless a greater distance is specifically approved by the fire chief.

§ 1229-7. Public Fire Hydrant Spacing.

Public fire hydrants which are necessary to supply the fire-fighting water required by Section 1229-3 shall be spaced or located as follows:

(a) In areas where the required fire flow, as determined by the fire chief, is more than 4,500 gallons per minute, fire hydrants shall not be more than 300 feet apart.

(b) In areas where the required fire flow, as determined by the fire chief, is not more than 4,500 gallons per minute, fire hydrants shall be not more than 400 feet apart.

§ 1229-9. Private Fire Hydrants.

Private fire hydrants where required to meet the provisions of Section 1229-5 shall be located, installed and maintained in accordance with the following:

(a) Private fire hydrants shall be installed in accordance with all applicable laws, ordinances and rules and regulations of the Cincinnati water works and the following:

(1) All private fire hydrants shall have an approved shutoff valve installed in the fire hydrant lead not more than 10 feet from the fire hydrant. Such shutoff valve shall be accessible at all times;

(2) All private fire hydrants shall be installed not closer than two feet, nor more than five feet from a street, roadway or driveway conforming with Section 1229-13.

(b) All private fire hydrants shall be maintained in proper working order by the owner;

(c) An inspection and flow test shall be conducted annually as prescribed by the fire chief;

(d) All private fire hydrants shall be accessible at all times, for firefighting purposes.

§ 1229-11. Access for Firefighting.

(A) Where access for firefighting purposes is required by this code, such access shall be provided by means of streets, roadways or driveways conforming to Section 1229-13.

(B) Where access for firefighting purposes is required by the Cincinnati Ohio Building Code, such access, in addition to complying with all the requirements of the Cincinnati Ohio Building Code, shall be by means of streets, roadways or driveways conforming to Section 1229-13.

(C) Access from fire hydrants to structures shall be approved by the fire chief.

§ 1229-13. Access Streets, Roadways or Driveways.

Access streets, roadways or driveways, where required by Section 1229-11, shall conform to the following:

(a) The width shall be sufficient to permit easy passage of any fire division apparatus, and in no case shall the width be less than 18 feet;

(b) The surface shall be of sufficient strength and type to adequately support any fire division apparatus under any weather conditions;

(c) The curve radii and grade elevations shall be such as to permit any fire department apparatus to negotiate curves and grades under any weather conditions.

§ 1229-5. Location of Buildings and Structures.

(A) Except as provided in Sections 1229-5(B) and (C), all buildings and structures shall be so located that all parts thereof are not more than 400 feet from not less than two readily accessible public or private fire hydrants.

(L) Section 912 Fire department connections
(1) 912.1 Installation. Fire department connections shall be installed in accordance with the NFPA standard applicable to the system design and shall comply with paragraphs (L)(2)( 912.2 ) to (L)(6)( 912.6 ) of this rule.
Exceptions: Fire department connections are not required for:
1. Limited area sprinkler systems supplied from the domestic water system.
2. Automatic sprinkler systems having less than twenty sprinklers.
(2) 912.2 Location. With respect to hydrants, driveways, buildings and landscaping, fire department connections shall be so located that fire apparatus and hose connected to supply the system will not obstruct access to the buildings for other fire apparatus. The location of the fire department connections shall be approved by the fire code official. After approving the location of the fire department connection(s), the fire code official shall submit this approval to the building code official of the certified building department having jurisdiction.
(a) 912.2.1 Visible location. Fire department connections shall be located on the street side of buildings, fully visible and recognizable from the street or nearest point of fire department vehicle access or otherwise approved by the fire code official. If the fire code official approves a fire department connection location that does not meet the above criteria, the fire code official shall provide this input to the building code official of the certified building department having jurisdiction.
(b) 912.2.2 Existing buildings. On existing buildings, wherever the fire department connection is not visible to approaching fire apparatus, the fire department connection shall be indicated by an approved sign mounted on the street front or on the side of the building. Such sign shall have the letters "FDC" at least 6 inches (152 mm) high and words in letters at least 2 inches (51 mm) high or an arrow to indicate the location. All such signs shall be subject to the approval of the fire code official.
(3) 912.3 Access. Immediate access to fire department connections shall be maintained at all times and without obstruction by fences, bushes, trees, walls or any other fixed or moveable object. Access to fire department connections shall be approved by the fire code official.
Exception: Fences, where provided with an access gate equipped with a sign complying with the legend requirements of paragraph (L)(4)( 912.4 ) of this rule and a means of emergency operation. The gate and the means of emergency operation shall be approved by the fire code official and maintained operational at all times.
(a) 912.3.1 Locking fire department connection caps. The fire code official is authorized to require locking caps on fire department connections for water-based fire protection systems where the responding fire department carries appropriate key wrenches for removal. The fire code official shall notify the building official of the requirement for locking fire department connection caps.
(b) 912.3.2 Clear space around connections. A working space of not less than 36 inches (762 mm) in width, 36 inches (914 mm) in depth and 78 inches (1981 mm) in height shall be provided and maintained in front of and to the sides of wall-mounted fire department connections and around the circumference of free-standing fire department connections, except as otherwise required or approved by the fire code official. The fire code official shall notify the building code official of the certified building department having jurisdiction of any conditions approved by the fire code official that exceed the minimum requirements contained in this paragraph.
(c) 912.3.3 Physical protection. Where fire department connections are subject to impact by a motor vehicle, vehicle impact protection shall be provided in accordance with paragraph (L)(312) of rule 1301:7-7-03 of the Administrative Code.
(4) 912.4 Signs. A metal sign with raised letters at least 1 inch (25 mm) in size shall be mounted on all fire department connections serving automatic sprinklers, standpipes or fire pump connections. Such signs shall read: "AUTOMATIC SPRINKLERS" or "STANDPIPES" or "TEST CONNECTION" or a combination thereof as applicable. Where the fire department connection does not serve the entire building, a sign shall be provided indicating the portions of the building served.
(5) 912.5 Backflow protection. The potable water supply to automatic sprinkler and standpipe systems shall be protected against backflow as required by the plumbing code as listed in rule 1301:7-7-47 of the Administrative Code.
(6) 912.6 Inspection, testing and maintenance. All fire department connections shall be periodically inspected, tested and maintained in accordance with NFPA 25 as listed in rule 1301:7-7-47 of the Administrative Code.
(M) Section 913 Fire pumps
(1) 913.1 General. Where provided, fire pumps shall be installed in accordance with this paragraph and NFPA 20 as listed in rule 1301:7-7-47 of the Administrative Code.
(a) 913.1.1 Minimum suction pressure to be maintained. When a fire pump is installed, the "Ohio Environmental Protection Agency" requires the installation of a low pressure cut-off or a low suction throttling valve to ensure that a minimum of 10 psi is maintained in the suction line while the pump is operating in accordance with rule 3745-95-07 of the Administrative Code.
(2) 913.2 Protection against interruption of service. The fire pump, driver and controller shall be protected in accordance with NFPA 20 as listed in rule 1301:7-7-47 of the Administrative Codeagainst possible interruption of service through damage caused by explosion, fire, flood, earthquake

6" Fire branch #79845 is not metered, meter and proper backflow protection required. Owner/Developer will need to upgrade the existing 6" fire service branch #79845 to today's standards or Owner must sign FOD paperwork authorizing removal of existing water service branch before any new water service can be sold

The 1" domestic water service, branch #53691 is lead. In accordance with CMC Chapter 401 Division M, lead service lines must be replaced. (513-591-7836)

Casing and Corrosion Control (Streetcar) - If the fire and/or domestic water service is in the vicinity of the streetcar line, the owner/developer is required to follow corrosion control measures to protect service at owner/developer expense.

Contractor is responsible for locating and protecting all existing utilities prior to excavation and earthwork, notifying OUPS at 1-800-362-2764 and owners of underground utilities not registered with OUPS at least 2 working days prior to work.
Damage to existing utilities shall be immediately repaired at contractor's expense.

This is a Conditional Approval that applies ONLY to the building permit. Greater Cincinnati Water Works (GCWW) review of the building permit does not approve water service branches, meters and backflow devices that may be shown or not on the building permits plans. All proposed water service branches, meters and backflow devices are handled through a SEPARATE APPLICATION PROCESS by the owner's license and bonded plumber at the GCWW Engineering Division, Branch Service Section, 4747 Spring Grove Avenue, Cincinnati Ohio, 45232, phone number (513) 591-7837. GCWW approval of this building permit is strictly limited to approval as to the general water availability as defined by GCWW at the street.
